ODNI's 2021 Preliminary Assessment and Congressional Mandate

The Office Intelligence released its Preliminary Assessment on Unidentified Aerial Phenomena on 25 June 2021, a document whose existence was compelled rather than volunteered. Senate Report 116-233, accompanying the Intelligence Authorization Act for Fiscal Year 2021, directed the Director of National Intelligence, in consultation with the Secretary of Defense, to submit an intelligence assessment of the threat posed by UAP and to report on the progress the Department of Defense's Unidentified Aerial Phenomena Task Force had made in understanding that threat. The report was written for the Congressional Intelligence and Armed Services Committees, and the Director of the UAPTF was designated the accountable official for ensuring timely collection and consolidation of UAP data.
