DIA's 2008 Solicitation for Breakthrough Aerospace Forecasting
On August 18, Form solicitation/contract/order for commercial items, and its schedule of supplies and services points to something far less routine than its administrative wrapper suggests: a program titled the Advanced Aerospace Weapon System Applications Program, governed by a Statement of Objectives dated 18 July 2008. That Statement of Objectives assigns the contractor a forecasting mission of unusual scope. S.
air, naval, ground, space, missile defense, and information systems operate. The program's stated objective is to understand the physics and engineering of advanced aerospace weapon system applications as they apply to the foreign threat out to the far term — from now through the year — with primary focus on breakthrough technologies and applications that create discontinuities in currently evolving technology trends, explicitly not extrapolations of current aerospace technology. What the record does not contain is equally important to state plainly.
This solicitation never mentions UFOs, UAP, extraterrestrial entities, crash…
