The letter That single sentence frames the entire release: the four-year gap between request and answer is not incidental but a documented feature of the process. The accounting that follows is unusually specific. A search of the agency's systems of records located nine documents totaling 36 pages responsive to the request concerning contract number HHM402-08-R-0211.
Of those, portions of seven documents, 23 pages, were withheld in part; the remaining two documents, 13 pages, had all substantive portions withheld in full. The letter states that no reasonably segregable non-exempt portions were withheld, a claim that closes off the most common avenue for challenging redactions. Three exemptions carry the withholding.
