That provenance matters. The document, titled Task Force Overview, is not a policy statement issued after the fact; it is internal briefing material describing an arrangement that, by its own account, was still being stood up.

The executive summary states plainly that NDAA language directed ONI to lead a joint interagency task force to collect, exploit, and analyze operational and scientific and technical data of unidentified aerial phenomenon.
