Turner's July 1979 Letters Acknowledge Unwitting LSD Testing
On 6 Turner dispatched a coordinated set of letters that, taken together, constitute the Agency's most explicit written acknowledgment of unwitting drug testing to that point. The recipients were Senator Birch Bayh, Chairman of the Select Committee on Intelligence; HEW Secretary Joseph Califano; Attorney General Griffin Bell; and DEA Administrator Peter Bensinger. Each letter accompanied the final report of the investigation into the safehouse component of the MKULTRA drug research program conducted in New York City and San Francisco.
The figure Turner conveyed was precise and narrow: the Agency had learned of seven, and possibly eight, cases in which LSD had been administered to individuals without their knowledge or consent during the 1950s.
