Army FOIA Release Exposes TTSA CRADA Coordination Records

The August Vault represents a rare documentary window into how the Army handled public scrutiny of its Cooperative Research and Development Agreement with To The Stars Academy of Arts & Science, Inc. The letter, signed by Jan S. McNutt as Initial Denial Authority for DEVCOM, answered FOIA request FA-21-0064 (formerly FA-21-), originally dated January 18, 2021, in which John Greenewald sought all reports, memos, letters, emails, videos, and photos generated under CRADA agreement 19-15.

According to the source document, a representative from DEVCOM GVSC located six records totaling 23 pages pertaining to the CRADA between To The Stars Academy and CCDC GVSC. C. § 552(b)(5), which protects privileged communications within or between agencies, including deliberative process privilege, and § 552(b)(6), which shields personnel from unwarranted invasion of personal privacy.
